I own a laptop equipped with an RTX 4070 GPU and an i7-13700H CPU.
Watch_Dogs is experiencing severe stuttering. I've attempted various fixes:
turning VSync on and off, adjusting FPS with rivatuner, modifying the maximum buffered frames, switching to a windowed borderless mode, and setting graphics to the lowest level.
Please assist me since I truly need to play this game.

However, don't overlook mistakes made by users. On laptops the GPU is usually set for energy saving, which can cause games to perform poorly until you switch it to full power, the same applies to the CPU.

When connected to a power source, the laptop will switch to discrete GPU and aim for peak performance. If operating on battery, it will default to integrated graphics with reduced CPU power to conserve energy. Consider plugging in but adjust Windows maximum CPU usage from 100% to around 95% to avoid overheating and thermal throttling.

As geofelt mentions, you can verify by opening the nvidia control panel, navigating to 3d settings and confirming it is at the maximum level.
