Hello,
I've been dealing with numerous problems in my system, including multiple blue screens and crashes. I removed what I believe is a faulty M.2 drive and am attempting to install Windows on another drive using a bootable USB. However, I struggle to complete the initial Windows installation steps and it frequently crashes (resets).
The first try ended with a blue screen error stating "attempted write to read only memory." The motherboard and RAM are brand new (installed and signed off by the professional shop), and I ran four passes in memtest86 without any issues. Anyone have suggestions on what might be causing this?
Thank you in advance!

Welcome to the forums, newcomer!
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
Where did you source the installer for the OS?

Here are your specs again, just as you sent them:
TUF GAMING Z790-PLUS WIFI (bios is 1805)
G.Skill Trident Z5 RGB 32GB (2 x 16GB) DDR5-7200 PC5-57600 CL34 Dual Channel Desktop Memory Kit F5-7200J3445G16GX2-TZ5RK - Black
Gigabyte NVIDIA GeForce RTX 4090 Windforce V2
Intel 24 CORE I9-13900KF BX8071513900KF
SAMSUNG 980 PRO SSD 2TB PCIe NVMe Gen 4
Hard drive: Toshiba X300 PRO
Noctua NH-D12L, Low-Height Dual-Tower CPU Cooler (120mm, Brown)
Seasonic VERTEX GX-1000, 1000W 80+ Gold (less than 2 years old)
Windows 11 home
Monitors: AORUS CV27Q and LG C1 TV
I previously mentioned some issues with the system after a couple of Windows updates in February, but once I got it home the second time I experienced a blue screen within the first 20 minutes. The motherboard and RAM are brand new... they say both were faulty. (Now I’m not sure anymore) I also had a Samsung 970 that was installed with Windows, which seems to be failing, so I removed it and am now trying to install Windows on the 980 drive.

Hello, please share your findings regarding the new Samsung 980 drive. If the PC boots into Windows, kindly include the results. If there are still problems or additional issues, list them so others can assist in resolving the situation and getting your system back to working condition. Your high-end rig is quite unusual to encounter such problems with brand new components. Thank you.

Here’s a revised version of your message:

You’ve attempted several methods to install Windows 11 from a USB drive, including using Rufus on two USB sticks and the Windows Media Creation Tool on another, all while connecting through a USB 2.0 hub to avoid conflicts with your system (ASUS ROG STRIX Z790-H, i9-13900KF, RTX 4090, new RAM, 1000W PSU, Samsung 980 PRO 2TB, Toshiba HDDs around 19TB). Despite these efforts, you’re still encountering boot and setup difficulties.

The first USB drive produced two partitions after creation, but the motherboard reported errors and failed to boot. The second USB drive was not recognized by the BIOS. The third USB drive (Windows Media Creation Tool) worked initially but crashed during early Windows setup steps, similar to previous issues like 0x80070057 and related BSODs, along with memory write failures and IRQL_NOT_LESS_OR_EQUAL errors.

It appears that Rufus was unable to force the use of FAT32 format (likely defaulting to NTFS because the install.wim file was larger than 4GB), which is necessary for UEFI compatibility on your motherboard. The USB 2.0 hub is a positive step, but these persistent problems indicate possible issues with the USB creation process, BIOS configuration, or hardware components such as the motherboard and 980 PRO HDD. Your RAM has been verified clean through Memtest86.

Ensure Windows 11 24H2 is set up with GPT Partition and UEFI NTFS Installation for proper installation on a modern system. It's wise to place Windows 11 on a dedicated SSD and store your games and apps on another drive. Obtain the full ISO of Win 11 from Microsoft and use Rufus 4.6 to generate a bootable installer. Cheers from an old school gamer and PC builder.

The hub is strictly discouraged during OS installation. I can't explain why, but using hubs causes problems and slows the process.

Hello. I'm someone who enjoys old-school gaming and building. I recall how incredible it was when the 3dfx voodoo cards were released. Anyway, what I just did was use Rufus with an ISO to create a bootable USB (with GTP and UEFI options). I might consider trying a real DVD next.
