Hi, my HP Victus laptop has an RTX 4060 mobile GPU but it runs at high clock speed and uses about 16 watts even when nothing is running. The problem is weird because every time I start the computer, the CPU and graphics card go way too fast (2250 MHz) while using 8000 MHz memory. But once I open the Nvidia Control Panel and stop the 3D background features, everything slows down nicely to just 2 watts of power at about 210-400 MHz. However, I don't want to have to do this every time I turn on my laptop. Is there a way to fix this or make it slower without stopping those settings each time?
