I own an Asus Strix GTX 960 with 4GB RAM. I read this safe overclocking GPU guide here: During benchmarking or gaming, the memory clock exceeds the original speed. The temperatures stay below 60°C, and I've performed a complete driver reinstall. Any advice would be greatly appreciated.

Are you suggesting the GPU is operating at 95% even when idle? If true, consider performing an antivirus scan or reinstalling the OS, as this is unusual. There must be something consuming significant GPU resources, so identify and resolve it before attempting another optimization.

For those facing identical issues, where your GPU drops in clock speed and stays that way until reset, but then repeats, simply reinstalling Windows might be the answer. It seems like something went wrong, but I couldn't locate the cause and that was my last resort.

It may also cause driver conflicts if you previously used another GPU. Make sure to uninstall the existing GPU drivers before installing a new one.

Andrei-Florin Gogan suggests checking for driver conflicts when switching GPUs, recommending uninstalling the previous GPU drivers before installing a new one. He notes it might be a possibility but also points out other similar scenarios.
