So i dont understand why is there this option at all. It is unnecesary confusion.. for example I believed that lower values improve computer performance

What "lower values" are you talking about? I only see on/off options.
Besides, those settings are for sound processing handled by the sound card, or on-board sound chip and is independent of the CPU.
So, no "slow down".

Although it requires a small number of clock cycles from the processor, you won't notice any change in performance. Adjust the settings to what feels right for you and stop worrying about minor details.
