I possess a 4-port NIC (StarTech ST1000SPEX4) installed in a new machine (MSI Codex R). When attempting to power off the system, Windows 11 shuts down but the PC remains active—fans continue running, the PCI-E card stays powered, etc. I must press the power button for five seconds to perform a hard shutdown and then restart. A similar situation occurs during reboot attempts, where Windows 11 shuts down but never restarts while the computer is still on.

This behavior seems connected to the NIC; removing it resolves the issue, and everything functions normally again upon reboot. I also tried another Intel 2-port NIC in the same slot to check for BIOS-related causes, but it behaved as expected.

I reviewed the "Power Saving" setting in the NIC advanced properties, and the problem continues regardless of whether this option is enabled or disabled across all ports.

Any suggestions would be greatly appreciated.

Which SKU among the listed appears to be available? I'm interested in knowing the make and model of the motherboard. Also, please verify the BIOS version currently installed on your motherboard using CPU-Z if you're unsure how to do so.
