I believe the issue is likely with the GPU, as the same problems occur even with the SSD. FPS are higher but stuttering persists, CPU usage is around 60-70 and the GPU performance is near 90-100.

Back to the drawing board. Could you try a frame rate of 45fps on RE7? If that improves consistency and eliminates stuttering or popping in textures?
