I could possibly get an i5 7600k and also the Coolermaster Hyper 212 Evo. I was thinking about going to 4.2 or 4.0, and I wanted to check if that cooler would suffice.

Maybe try the Coffee Lake CPUs instead?
The i3-8350k is essentially a 7600k with a slightly higher base clock and can hit 5ghz in some situations. Even with a Hyper 212 Evo, 4.5 Ghz should be fine.
You'll also have a way to upgrade to the 8700k in a few years.

The i3-8350k is essentially a 7600k with a slightly higher base clock and can hit 5ghz in some situations. Even with a Hyper 212 Evo, 4.5 Ghz should be fine.
You'll also have a way to upgrade to the 8700k in a few years.

It's a budget cooler. It should work, but if you plan to overclock, you might need a better one. Also, consider checking out the new Coffee Lake CPUs instead?

I use the Hyper 212 Evo with an i5 7600k and can comfortably run it at 4.4 ghz. Even during a stress test under full load, it only reaches 70ºC a few times. In gaming it's usually around 62ºC. I would suggest getting it, though it depends on how much overclocking you require.
