Does gaming make CPU and GPU percentages fall close to zero every 30 seconds?
I own this computer for under a year and it continues to behave this way. I attempted remote assistance via the manufacturer (which was pre-configured) and also sent it in for repair, where they swapped the GPU.
Details about the machine:
- i7 11700F
- RTX 3060
- 750 W gold PSU
- Windows 10 Home
- No overclocking, BIOS is up to date
What I’ve done:
- Changed graphics-intensive settings like ambient occlusion, anti-aliasing, and post-processing effects in the game menu and NVIDIA control panel.
- Toggled VSync on/off in both the game menu and NVIDIA control panel.
- Disabled all background processes, turned off WiFi, and disabled all overlays.
- Removed all software with a clean Windows 10 reset, leaving only Steam and the game installed.
- Brought the PC to a friend’s setup and tested with all peripherals to check for conflicts with keyboard, mouse, monitor, surge protector, etc.
- Ran Windows memory diagnostics.
- Switched on/off Windows 10 “game mode.”
- Kept an eye on CPU and GPU temperatures.
- Used stress tests and benchmarking tools.
- Manually lowered resolution, set FPS caps, adjusted PC settings to maximum power/performance.
- Performed a clean driver reinstall using ddu, even tried previous GPU drivers.
- Enabled/disabled XMP profiles.
Replaced GPU, PSU, and AIO (the old one failed after months).
Nothing has resolved the issue. Here are a couple of links showing gameplay clips and a resource monitor. You’ll notice CPU and GPU usage dropping significantly in the NVIDIA overlay tab. Each description has four timestamps if you expand it to see the worst lag moments for each game.

My question is: where should I go next? Should I consider replacing the motherboard, CPU, or RAM? I’m dealing with a bit of a tricky situation and would really appreciate some guidance before deciding to discard everything.
