Even when using the desktop at 60hz, the mouse movement feels sluggish and awkward. Adjust the monitor to 144hz and notice the improvement. This applies only to the mouse. Now picture your games performing better. Smoooooootth

What games are you referring to? If they have a hard lock, there aren't many ways to fix it. You might consider editing the game's .ini files to boost performance or remove the hard lock. That could be a possible solution.

However, most games except w3 remain locked at 60fps. One Piece Pirate Warriors and Jump Force are capped at 60fps, while Witcher 3 stays uncapped but still experiences stuttering. I’ll give it a shot. Appreciate the help.
