Yes, this is true. But then you can't be 100% sure it's not the overlay causing the issue. Overlays can ping your CPU (polling rate) many times a second.
Turn the overlay off, play the game, and 'feel' if it's better or worse. You have to try it to be sure.
Maybe try MSi afterburner instead.

On Windows 11, verify that it's current too. Microsoft has issued an update to enhance AMD performance.

Hi, I tried the games without capframex and riva tuner. On One off, there were no stutters, though I noticed some on the other version—I'm not sure if it's a real issue or just a feeling. Would you like to share your thoughts? Thanks you.

I think if you can't identify stuttering without a monitoring tool, it might not be such a serious issue.

When you enable VSync, GSync, or Freesync, does the frame rate remain stable?
Why is your game limited to 60 frames per second?

I generally enjoy a smooth experience about 95% of the time, but occasionally a significant spike occurs that disrupts immersion. To maintain a smoother experience, I cap at 60 FPS as recommended in this blurbustersguide for optimal gameplay.

Yes, but if you limit it to 60 and your 1% lows are below 48, you'll face noticeable stutters. You're using a 6800XT. It's time to let your system shine and boost performance. I suspect your GPU usage is quite low. This is what I would do.
Enable freesync (VRR/Adaptive Sync). Remove any games or system files. At full native 1440p, your GPU can handle high FPS in those titles. Restricting GPU FPS won't improve the experience if you already have a powerful GPU. It's surprising that some people would advise restraining such a capable machine. Allowing your games to run faster will result in smoother gameplay, and combined with freesync, should deliver excellent fluidity.
