Does connecting a laptop battery cause the CPU to begin power throttling?
When the battery is connected to my laptop and I attempt to play a game, the CPU power drops drastically to 20-27 watts, despite normal temperatures (refer to photo). The throttle limit displays red PL1. Removing the battery cable resolves the issue completely, allowing smooth operation. This occurred after cleaning the laptop, possibly causing damage. It’s frustrating because I have to repeatedly unscrew the back panel, disconnect and reconnect the battery.

When you refer to "battery," are you talking about the AC mains power source or the lithium battery inside the laptop? If you disconnect the battery from the motherboard, such as during a battery replacement, you might need to press a reset switch (found on Acer laptops) when opening the cover.
I checked the area and found nothing out of the ordinary, yet I’m still not sure what to watch for. While cleaning, I just removed the dust and didn’t take the heatsink off.
The laptop battery wasn’t replaced, though it remains under warranty. My device is an HP Zbook Studio G8.
When I mention the battery, I mean the lithium ion type. I believe I’ve already reset it—probably by disconnecting the battery and holding the power button for 30 seconds, as I remember from my laptop.
I don’t think the power supply is the problem because the laptop works fine when the lithium ion battery is removed, so the issue seems connected to that.
If I'm interpreting this site correctly, turning on the power button for half a minute after removing the battery will discharge any remaining energy stored in the capacitors and erase any leftover information from memory. This process prepares the system for a fresh start.
