Do you think your top-tier PC isn't performing well?
Do you think your top-tier PC isn't performing well?
But it indicates my CPU and GPU are not meeting the expected performance levels, so I'm unsure why this is happening.
Restart now.
Allow a few minutes.
Execute ubm with the browser closed.

It seems the SSD test isn't finished, and I attempted it twice but still didn't complete it.
Gotta take UBM with some salt. There's no universal standard used in their testing, so your hardware is being compared to others in various conditions, whether said conditions are good or bad; overclocks, disabled turbos, (in)adequate cooling, programs running in the background, or even the bare minimum applications needed to run a PC, and so on.
If the score isn't too far from the average bench, well... can't say there's really anything wrong, per se.
Same thing happens with 3D Mark runs. Having no standard to compare to screws everyone, save for maybe the top scores.
Oh, that?
'sequential bench incomplete': The faster the drive is, the larger the temporary cache it's going to create during the test. If there isn't enough free space, it can't finish its part of the test.
'ram cached drive': This is a function used to speed up data retrieval and performance for frequently accessed data. The downside is the risk of data loss during a power outage. UBM by default disqualifies drives with this enabled.
UBM is dumb in that if any part doesn't finish its portion, the entire run gets marked as incomplete.
Sure, I understand you're looking for reliable software to benchmark. There are options available that can provide trustworthy results.
I actually think UBM over reports how good your build it, I can hit 100% on both CPU and GPU with a little overclocking, here's my last run a few days ago

So to me, if it says your CPU is below average, then it really is below average and we need to work out why. The most obvious thing would be temperature, how hot is it running?
If it's not over heating, then look at settings, have you unknowingly enable power saver? (it's in control panel, power options).
After reading this discussion, three suggestions come to mind that could help avoid overall system slowness...
that you can overlook it, as it is not meeting userbenchmark standards due to low memory score and high RAM latency.
if you don’t intend to manually adjust or tweak timings on your RAM (which might slightly boost performance), then simply ignore it.
for the GPU, it seems to be running at stock speed, staying within expected benchmark ranges.
userbenchmark is not very useful.
