It seems like standard visuals are used. The gameplay video of that mission is available here: https://www.youtube.com/watch?v=x0w2_NQLJD4. Another video for comparison can be found at: https://www.youtube.com/watch?v=EEIafdjwZ0k. Both share the same sparse vegetation. The game is an FPS, so lush, high-poly environments aren't necessary for immersion. For more realistic plants, try simulator games. Also, note that your game is six years old and a powerful GPU doesn’t automatically improve its graphics.

I' aware that's it not a newer game but I had the same issues in forza horizon 5 graphics which is not a very old game. I'm just wondering if there is problem with my settings in nvidia control panel. I know that I'm not the only one who has these graphics. I just haven't found a solution to it

This is another faced-paced game, that doesn't need lush vegetation. How the car control is, is far important than how pretty the grass looks like.
If you max out in-game graphical settings and game still doesn't live up to your expectations, then this is something you need to accept.
Some games have mod packs, that change the graphical settings. Might want to look into that. Other than that, there isn't anything else to do; except either accept the game as it is built or playing other, more stunning looking games.

I think you've already updated the drivers directly from Nvidia? When I assembled my new system a year ago, Windows added Nvidia drivers during installation, but they didn't work well.

As previously mentioned, the LOD distance and vegetation levels aren't optimal in that game just because Ubisoft didn't think it was necessary. For FH5, the setting is in Mexico, featuring vast deserts and open areas. You must venture into jungles to find more plants, but excessive activity nearby can hinder progress. They aim for a higher frame rate and smoother speed feel, which are more critical at this point. It's been a while since I played GRW, but the screenshot seems accurate to me. The real greenery appears when spending time near ocean-side mountains and rivers.
