It depends on how you view it. When using a 1980x1200 monitor, the refresh rate is probably around 60 or 75Hz. If your games can handle that speed or higher, then increasing the FPS from the GPU becomes just a benchmarking point.
Only when the GPU is constrained to a lower refresh rate could overclocking actually improve available FPS and make gameplay smoother.
Therefore, start with the card at its default settings. If the game doesn’t reach the required refresh in ultra, consider overclocking. If it does, there’s no benefit from changing it.

I'm wondering if upgrading my 1920x1200 monitor makes sense or if it's more practical to upgrade to a 2060. I currently have an AMD Ryzen 5 3400G Zotac GeForce GTX 1660 with 6GB RAM, an ASRock A550M PRO4, and a Thermaltake 530 watt bronze case. What are your thoughts?

It's more than sufficient with 530 watts on this setup, at least I think. I won't push the 2060 beyond its limits if I manage it.
