Processor: Intel® Core™ i3-4160 CPU @ 3.60GHz, 3.60 GHz
System Type: 64-bit operating system, x64-based processor
No dedicated graphics card.

processor requirements are unclear; the rest of the PC isn't specified. Point 3 seems irrelevant. Windows 10 is unrelated to GPU.

A discrete graphics card is necessary. Without it, you'll end up with a slide show at the lowest quality.
The 1360x768 resolution runs around 15-20 frames per second.
Playable... okay... kind of.
Not enjoyable at all.

I recall using an older system with a built-in GPU—it wasn’t very powerful, but I managed to adjust the settings perfectly, reaching over 47 FPS as shown by FRAPS and video recording tools. Nowadays, I’ve upgraded to a gaming PC, and GTA 4 runs in 4K at 100 FPS with all settings optimized.
