Yeah, I've got some Afterburner logs from playing Forza Motorsport and Mafia: Definitive Edition. I'm not entirely sure what I'm seeing, but it's interesting. FiveM consumes about 60% of the GPU while using only around 4% of the CPU. Since it's a single-core game, that makes sense—probably because the core is maxed out.

The motherboard you have should have good heatsinks. If you wanted to push this board for gaming, an X3D chip would be ideal, though the benefits might not justify the cost.
In a comparable way, the 7800XT performs better than the 3060 in most areas except ray tracing, making a more direct comparison worthwhile.
The budget should accommodate both the 7800XT and Ryzen 7 5800x3D processors. My monitor runs at 144Hz but only 1080p; unless I replace one of my two screens with a 1440p model, I’ll likely keep it at 1920x1080. Ray Tracing isn’t a major concern right now.
Adjust your settings to low and off, then try the games you're having issues with. If nothing changes, it's likely the CPU is the problem.
Occasional FPS drops are common, but significant drops rarely occur.
Are you not running games from the external drive?
7800xt and a 5800x3d would be excellent upgrades if you prefer staying on AM4, otherwise 7700 and a7800xt working with the AM5 platform would be a strong improvement!
