if theres enough power and cooling why would there be degradation unless its overvolting the cpu which i doubt since that would void the warranty which would be funny if a cpu voids its own warranty under stock settings LUL they can sense VRM temperatures cant they?

Generally no. The 3770K shared the same turbo cap, according to Akira. This likely comes from socket and VRM considerations. Most boards don’t track VRM temps, and wear tends to increase when the CPU runs at high power, voltage, or heat. Akira added a couple of points—check your BIOS for turbo limits and adjust them if possible. Locked Intel CPUs (non-K/X/C) may allow a bit more, and sometimes it can be changed in Intel XTU if the BIOS hasn’t secured it.

They allow manufacturers to disable certain features because it can affect performance, even if the CPU runs at full speed. Temperature controls are important but don’t always prevent issues with underutilization.

They do it. Paying 100c really cranks things up. If you push the boost clock higher for a longer time, it's more likely you'll reach the throttle limit. Or maybe they just wanted to mess with people. Choose your side.
