I possess two hard drives: the initial one is my primary Windows 10 system, where I am currently operating and active, while the second drive is designated for games due to their increasing file sizes. However, I’m concerned that this game drive lacks a fully functioning operating system and functions perfectly for running games presently. I'm apprehensive that installing future games onto this drive could potentially lead to pathing difficulties or other unforeseen problems. Therefore, my question is: are games required to be installed on a drive containing an operating system, or can they operate without one?

Attempting to relocate the game files between different systems will not result in them operating properly; they simply won’t work.

Installing games on a separate storage device is acceptable. Although most game data will be placed in the directory you specify, certain files may remain on the primary operating system drive.
