Uncertain about your setup? Are you sure the Debian is installed on the USB, or are you referring to the installer? When setting up a Linux distribution, it manages the GRUB bootloader location, typically in the main hard drive or SSD's MBR. Simply boot the installation media—USB or DVD—and select your desired storage device for installation.

The bootloader needs to be installed on the HDD because it manages the USB installation process. Changing the BIOS boot order doesn’t bypass this requirement. You can’t just place the bootloader directly on the USB drive; it must be installed on the root partition of the HDD.

Sure, you should be able to handle what I’m suggesting. You might not need the bootloader if you force boot whenever you want to use it. If you don’t want GRUB on your main system, you can skip selecting the OS during boot and just boot directly into Windows or another program.
