The CPU is running at 100%, which isn't ideal. Which game are we discussing?

There is a clear CPU limitation. The maximum upgrade possible on your system is an i7 7700 or 7700k, which depends on the available motherboard.

GTA shouldn't be so poor on that i5, unless you adjust the population density sliders. The other games are still rough though.

It's a small issue that can be fixed without needing to upgrade your CPU or GPU. What RAM capacity do you have and what speed is it operating at? Two units of 8GB? One unit of 8GB? DDR4-????

It's perfectly typical for your current setup. The aim is to reduce certain graphical parameters to lessen the load on your CPU. Some games may drop frames per second, while others consume more processing power. You'll need to experiment by playing the game and adjusting the graphics settings one at a time. Also, keep in mind that using self radio can increase CPU usage by about 10-20%.

If you're interested in optimal graphics for both GTA 5 and Rainbow Six Siege to maintain high FPS without sacrificing too much visual quality, let me know and I'll share some screenshots.

Your monitor resolution and refresh rate are important factors. If it's a 60 Hz display, an upgrade isn't necessary unless you're using 1440p or 4K. The main reason for upgrading would be a 144 Hz screen paired with a gaming experience that demands over 120 fps in most titles. Personally, I play at 60-120 fps in demanding games while using an older i5 processor (around 3.0 GHz) and watch 1440p. You should be able to reach similar performance if you understand how each graphic setting impacts both visuals and speed.

Additionally, online gaming—particularly in open-world environments—tends to impact FPS more than offline play. This is largely due to how well developers optimize the game, including loading times and in-game actions that affect performance. These variations are common across different games, but one thing remains constant: heavily populated GTA 5 Online lobbies can noticeably lower FPS compared to offline story mode. Picture over 20 players interacting and causing disruptions—it will definitely have an effect.

I have one stick of 8 gb DDR4 at 2400MHz
That should help
My monitor is 1080p at 144hz
I believe it will make a difference
When I join an online session with others, I usually run smoothly
But in a regular lobby with many players, I start to encounter issues.

This is the culprit of your stuttering, without a doubt. Add 1 stick of the same 8GB RAM and the stuttering will disappear. The DDR4-2400 you use is a good speed.
Here's GTA 5...
Gimme a few minutes and I'll post my R6S settings. They are not as mastered as my GTA 5 settings but they are really close. The reason I say that is because I've spent way more time(a couple hundred hours) mastering GTA 5's graphic settings than I have R6S.
Try to keep your expectations low and you should be fine with the fps results you end up with. I'm fine with 60-120 and that should be around what you can get.
What you can do is join public lobbies and just kick everyone out by suspending the process of GTA5.exe for 9 seconds and then resume the process after that 9 seconds in the task manager while you are in the lobby. It's very simply. This way, you have a solo lobby to yourself to do some grinding with better fps. You can't grind most businesses in invite only lobbies.
After using my graphic settings, and adding 1 stick of 8GB DDR4-2400 RAM of the same brand hopefully, you should have zero issues. What is the exact name and model of your RAM? You should be able to get an excellent deal on it. Depending on the brand, you're only looking at $28.00 to $35.00, and that's for a brand new stick. It's very possible to get a used stick for as low as say, $16.00 to $23.00. It's well worth whatever it costs, this I assure you. I love seeing virtually no stuttering during all my gaming experiences since adding 1 8GB stick to total 16GB.

My R6S configurations. I haven’t spent hundreds of hours perfecting them, but I did invest some time researching and testing to get close to mastery. I also shared a benchmark I just completed for comparison. Feel free to skip the "Start and Overall 35.8 Mins" since it only marked the beginning of the test. The Start Min is around 130, and the Overall Min was 83.0 in the Garden section. While playing, my average is consistently 110 to well above 144 fps. R6S is a really well-optimized game.

If you have additional 8GB RAM, ensure it is installed in Slots 1+3 or 2+4. This setup enables dual channel support and allows the CPU to operate with 128-bit bandwidth instead of just 64, which is crucial.
