Hello!
After changing a few PC components (details below), I encountered new issues with game framerate. For instance, in games like Injustice, there are persistent frame stutters once combat starts.
Here’s my current setup:
New components:
- i5-9600k (still experiencing problems even after Turbo Boost disabled)
- ASRock Z390 Extreme 4
- Corsair Vengeance LPX Black 16GB DDR4 2666 C16
Old components:
- i5-2500
- Gigabyte GA-H61M-S2V-B3
- DDR3 1x4GB Hynix 1333MHz
Same parts remain:
- ASUS GTX 960 4GB
- HDD WD6401AALS
- FSP Group FSP650-80GLN 650W
- Cooler Master CP6-9HDSA-0L-GP
I keep using Windows 10 with the latest updates and fresh drivers after each upgrade. V-Sync is enabled in games, and now even in the system via NVidia software.
I’m still trying to figure out what’s causing these frame issues.
P.S. YouTube videos seem to run a bit faster than expected. Thanks.

It's possible your GPU might be limiting performance. Look at its usage and temperatures for both the GPU and CPU.

I don't know much about Injustice or its engine, but increasing your settings might help. Most game engines have a maximum FPS limit and behave oddly when you push too high.
I faced the same problem in Overwatch, where I was using 1080P Low to hit the 300FPS mark, causing it to drop to around 30-40FPS.

No problem, using the same Windows as before was updating. I was also keeping an eye on temperatures – the GPU was at a maximum of 55-60, but the new i5-9600k exceeds that, so I think I'll switch to a cooler for the Noctua NH-U12S. Injustice is just the best illustration of my games, where it's really obvious. I'm going to try something else to fix it then.

It would be wise to perform a reset, essentially reinstalling Windows. This helps avoid problems with any drivers on the board. It may seem trivial, but it could prevent issues.

60C remains quite cool, you won't experience thermal throttling until temperatures exceed 90C.
