I just assembled a new PC with an Xeon E5 2650 V4, GTX 1070, and 16GB RAM. I’m confident it should boot into BIOS or the Windows Installer, but there’s no display. I’ve checked all GPU ports without success. Could the GPU be faulty? The seller on eBay had a high rating, sold 50 units, and they were refurbished—someone tested it. Any idea how to verify the GPU’s status? Or is this unrelated to the hardware?

Are you sure it’s starting up? Do you notice the hard drive spinning or the drive lights? Does the system display any POST codes or diagnostic LED signals? I expect your setup includes PCI, and a simple PC computer BIOS motherboard tester can help you check it.

It's not my setup, it's a change I'm creating. I don't really feel the need to purchase another device and that wouldn't stress the GPU, would it? I'm not sure if it's actually starting, but I believe it is since the fans switch on and off when I power it up. When I connect a Windows installer, it takes some time before the fans slow down to normal speed. I have to press the power button to turn it off, just like a hard reboot in an operating system.

When powering on, you'd notice fans increasing and then decreasing speed—this is typical during boot. If the fan speed changes constantly, it might be better to use a Windows DVD or mechanical HDD for easier troubleshooting by sound. Your main question is whether your USB drive becomes warm during use?

Check the connection in the PCIe slot. Since it's a Ventoy USB, ensure it's properly seated and powered on. Leave the PC running briefly to see if it responds.
