There are two different scenarios in which my monitor fails to display anything:
Initiating a restart through Windows, which includes when Windows updates and restarts itself
Waking the PC back up from sleep mode, but more specifically only when I use the keyboard to wake it up. It has never had an issue when I use the power button on the case.
Today I decided to sit down and update everything I can about my PC firmware to see if that would fix the issue. I updated my ASROCK B650-HDV/M.2 motherboard from firmware 1.21 to 3.50. Incidentally, when BIOS initiated a restart after finishing installing the firmware the same thing happened, but a force reboot fixed it and let me load back into BIOS and Windows with display.
My AMD Radeon RX 7700 XT is on the latest firmware, which is 25.9.2. The chipset drivers are also on the latest firmware, which is 7.06.24.2226 (only available through ASRock as opposed to AMD's site). I have turned off Fast Boot within BIOS and enabled the XMP1 profile for my RAM. Fast Startup is off within the Windows power settings. Finally, I have a AMD Ryzen 5 7600x attached to the PC, but I imagine that doesn't have anything to do with it and this is a issue somewhere within the GPU settings.
To clarify once more, I have no issues booting up the system from the off-state with the power button. That shows the display correctly. Also, using the power button while in sleep mode shows the display correctly. It's just these other two methods that create a problem and cause a black screen, which can be highly inconvenient and, at worst, scary during updates for a tech noob like me. The Windows sound will always play after restart/waking, but my monitor will not find a display. The monitor in question is an LG 24MK430H.
This is everything I thought of doing after researching online regarding the issue. I've had this persistently ever since I got this PC in late 2023. Possibly also helpful to note I am on the latest Windows 11 version, 25H2. If anyone has any clue on how to help me fix this small, but persistent issue, I'd highly appreciate it! I hope I provided enough information, but let me know if you have any further questions that might assist in troubleshooting.

Attempt to clear the CMOS. Best practice is to unplug the power source and display, then remove the CMOS battery, hold the power button for 30 seconds to discharge any remaining power, and reinsert the battery after about half an hour.
