I don't believe it's the PSU. I have a 620W Seasonic Bronze with an i5 4460 and GTX 970, and it's running smoothly without any issues. If RAM isn't the issue... I think the problem might be the HDD. Consider running a health check to see if all sectors are intact and if the speed aligns with other similar drives.
