It naturally slows down its clock speed because it's not running at full capacity. Only about 10% utilization is observed, which helps conserve energy. To turn this off, go to Settings → System → Power and then adjust Sleep settings under Additional Power Plans. If you're correct, your disk usage stands at just 2%.
I recall adding Hibernate, but I’m not sure that’s the problem. Would that be okay?
