This might be typical. CPU underclocking can stem from thermal management and/or turbo boost, which naturally slow or speed up the processor based on workload, temperature, and available power. Running at full capacity with a 5400 RPM hard drive is also common. Upgrading to a minimum of 100 GB storage would improve Windows boot time and significantly boost overall system performance.

Sure, just share a snapshot from Task Manager on the CPU tab in a game or benchmark such as Cinebench. It’ll help confirm the underclocking.

While playing games, everything runs a bit slower to load, and I also have a 7200 RPM SSD.

It naturally slows down its clock speed because it's not running at full capacity. Only about 10% utilization is observed, which helps conserve energy. To turn this off, go to Settings → System → Power and then adjust Sleep settings under Additional Power Plans. If you're correct, your disk usage stands at just 2%.
