My friend asked me to create a server for him. He intends to host a website there. I still have a question—should I choose Intel Xeon Scalable or AMD EPYC 4th Gen? For the AMD setup, the components are:
AMD EPYC 9654 (96 cores)
Supermicro E-ATX motherboard
Kingston ECC DDR5 4800MT/S RAM (8x32GB)
For the Intel option, the parts will be:
Intel Xeon Max 9480
ASUS Prime LGA4677 motherboard
Kingston ECC DDR5 4800MT/S RAM (8x32GB)
Could you please share your thoughts on this? The budget he provided was 34K USD.

For "a website" these specifics aren't necessary. You should have a clearer grasp of what's expected, perhaps.

Have you checked if your friend tried his website on AWS? Many setups need careful testing before choosing the right hardware. Your suggested builds cost thousands, but running tests on AWS would only add hundreds.

First you don't build a 34K system you have it built.
If something is wrong/ goes wrong it's not your problem then.
If your in the US I would talk to someone at this site.
Homepage
Puget Systems specializes in tailor-made computing solutions for all business needs. We build quality workstations and servers for your unique workflows.
www.pugetsystems.com
If you live somewhere else they should be a company where you live that offers similar services.
Edit I have no connection to that company and you could probably find other companies to buy from.

You don't construct it. That's a huge waste of money. There are countless cloud-based options to run a website. That amount of money could instead pay for hosting costs for years.

$34,000 USD covers a significant amount of time spent on web hosting at Amazon, Google, and Azure. Building it yourself is outdated.

And it is considered an operational cost instead of a capital expenditure. There are tax benefits involved... This explains why leasing equipment can be beneficial.

Beyond all the safety issues, the SLA covers uptime, hardware and software changes, etc. A skilled expert with tens of thousands of dollars wouldn’t even think about self-hosting on their own equipment. Likewise, a knowledgeable advisor wouldn’t do that either.
