I'm just getting started with AMD, and I heard the X570 can work with Ryzen 2000 processors. For your question, adding a 2700X to an X570 motherboard would likely not provide PCIe 4.0 lanes unless you're using a compatible card that supports them.

X570 is compatible with Ryzen 2000. For PCI-E 4.0 connections, you need Zen 2 which corresponds to Ryzen 3000 but without graphics, as 3200G and 3400G require Zen+. The 2700X does not support PCI-E 4.0.
