I’m not sure if you’re still working on this concept, but the only approach that might help comes from when Grub4DOS existed and QEMU was used. I don’t recall exactly how the person set it up, as it’s been a long time. Your Windows 7 might still have problems if it wasn’t reinstalled completely—even with a VHD image—since it doesn’t recognize the same hardware it remembers. I think there’s something in the grub boot lines that forces it to view the VHDD file as the primary drive, so it would launch the virtual image like a real hard drive. Regarding the network card, I’m not sure. You might want to check the documentation at https://qemu.weilnetz.de/doc/qemu-doc.html; it appears in English on your system.
I lost interest once I reached that barrier—it looks like this small NUC lacks sufficient PCI lanes to handle the IGP... I’ve moved on and opted for a dedicated machine for general tasks (a compact mini PC with stronger CPU and IGP) and a separate desktop PC for gaming, equipped with its own white-label firewall.
