The problem is that there are no drivers available for Win7 on new systems. I encountered an issue where the system reported it couldn't run due to an IGPs inability to function in legacy mode because the xy PCI address was already occupied.

You seem to be missing PCI lanes. Could you clarify what you mean?

Possibly it's an Intel NUC (6CAYTH) model, but I'm not sure...

Unless it's a Skull or Hades, I'd say you're not in the right lane.

So I'm really struggling, just a low grade NUC with a Celeron chip.

I’m not sure if you’re still working on this concept, but the only approach that might help comes from when Grub4DOS existed and QEMU was used. I don’t recall exactly how the person set it up, as it’s been a long time. Your Windows 7 might still have problems if it wasn’t reinstalled completely—even with a VHD image—since it doesn’t recognize the same hardware it remembers. I think there’s something in the grub boot lines that forces it to view the VHDD file as the primary drive, so it would launch the virtual image like a real hard drive. Regarding the network card, I’m not sure. You might want to check the documentation at https://qemu.weilnetz.de/doc/qemu-doc.html; it appears in English on your system.

I lost interest once I reached that barrier—it looks like this small NUC lacks sufficient PCI lanes to handle the IGP... I’ve moved on and opted for a dedicated machine for general tasks (a compact mini PC with stronger CPU and IGP) and a separate desktop PC for gaming, equipped with its own white-label firewall.
