Your i5-6400f can handle DDR4 2133 RAM up to 64 GB. You can purchase two 8 GB DDR4 3200 modules and configure the BIOS to use 2133 MHz. Yes, this setup is possible.

The memory controller for RAM and CPU should automatically adjust to operate at the highest speed both components allow. It works well if RAM supports 2133 MHz.

Some DDR4 modules support a clock speed of 2133 MHz, which is the typical standard for DDR4. This explains why Intel includes it across many processors, though it’s unlikely they completely removed XMP compatibility.

I recently did something similar. My setup is an i7 6700, used as a server. I planned to boost the RAM. The combination of my board and CPU allows up to 2133 MB, but I opted for two 16 GB modules at DDR4-3200 for better value. It works fine in DDR4-2133 mode.
