You can view power readings for the CPU, power limit (PPT) and current limits (TDC and EDC). For a 95W CPU this shouldn't occur, likely a BIOS issue.

I'm facing quite similar challenges as the original poster. I just got my 5600x today, moving up from a 3600x setup. Initially, I assumed it would be straightforward, but I realized something was off when I opened Cinebench R23 and saw a multi-core score of 9600—about 2000 points lower than other benchmarks had listed, and the same number for my 3600x. I wasn't even mistakenly using my old 3600x, which would have been awkward.

I also noticed that all core speeds stayed around 4.145 during R23 runs, and the HWINFO reported a max CPU voltage usage of 1.1, which was lower than expected. Interestingly, my temperatures never exceeded 75°C even after stress tests on Timespy Stress Test three times. My single-core scores matched review sites within a 5-20 point range, which is acceptable.

Getting 2000 points lower on the multi-core benchmark was surprising and left me puzzled. I'm unsure what's causing this issue. If anyone has found a fix or suggestions, I'd really appreciate it. I'm not keen on sending back a CPU that took over a month to arrive in preorder specs.

I'm currently running MSI Tomahawk X570 WiFi with the latest BIOS, 32GB, 3200MHz, Vengeance PRO RGB, XMP enabled at 1600Hz with 1:1 clock speed. The system uses the latest AMD chipset drivers, and I've checked the power plans—Ryzen options aren't showing up. After reinstalling the chipset drivers, nothing changed. I also tried accessing Ryzen power plan options manually, but they weren't visible.

I unlocked my maximum voltage usage on multicore mode and improved all-core performance to 4.5 (PBO). This didn't come through Ryzen Master, though I had issues with it on my 3600x. I went to the BIOS, AMD overclocking settings, and found PBO enabled. After saving and resetting, I saw the voltage rise to 1.3-1.35 on multicore and achieved a stable 4.5 all-core score, bringing my Cinebench MC core to 11500—exactly what I expected.

I updated this note on December 19, 2020, and found a solution to my problem.
