You're facing a peculiar problem where the PC fans activate fully but fails to boot properly. The solution you're using—disconnecting the power supply and reconnecting it—seems to reset everything, erasing BIOS settings and forcing a full setup. This suggests the issue might stem from the power delivery system or motherboard configuration rather than just the RAM or CPU. Since you've already swapped out both the RAM and CPU without success, consider checking the power supply's output stability, especially under load. Also, verify that the motherboard's BIOS is correctly configured for your hardware. If possible, try using a different power supply or test with another one to rule out supply issues. Let me know if you'd like help interpreting those steps!

I didn't expect a dead CMOS battery to prevent the PC from starting and keep fans running nonstop. Still, I'm willing to give it a shot.

When the battery fails during operation, the device keeps running until it is powered down. Once turned off and the battery is depleted, all user-defined configurations in the BIOS are erased. Restarting after losing these settings will reset everything back to the standard defaults, which might affect how your fans function. This isn’t necessarily your fault—I’m only offering possible explanations and solutions. Stay safe, and good luck!
