I recently went through with building a pc for my friend to replace his xbox series x, as wants to play modable games and needs the pc for doing work stuff. He also liked the performance of what my pc got, so i worked to build something that would be sorta equivalent to what i have, as they said the performance of what i have is basically what they want. But im finding im having issues getting this thing to run efficiently and i felt someone may be able to point something out that im missing. Problem: After building the setup im finding im not exactly getting what i expected out of it. On my friends pc that i just built, Rocket league will run at 120fps with vsync off, but it screen tears horribly, especially when moving the camera, vsync on fixes the tearing but the game only runs at 30fps when its on. When running the game in the lowest effect settings and such also doesnt seem to be doing anything so i feel something is wrong here that im missing. Because when looking at the graphs in task manager, it also seems that neither the cpu or gpu are being taken full advantage of. Neither got over 60% when at full settings, and i cant figure out why it wont fully utilize the system, as on my personal system with simmilar specs it seems to be utilizing way more resources and runs way better. Things ive done to try and fix this so far: Windows update Amd drivers for rx6600 from amd Armorycrate updates Matching settings between computers Lowest settings with 1080p resolution Friends pc specs: Windows 11 500gb m.2 ssd (os) Sapphire pulse RX 6600 Asus lga1700 motherboard (no wifi) i5 - 12400f with stock cooler Wifi card ax1600 thing 3 fans , 2 front one rear My pc specs: Windows 10 250gb m.2 ssd (os) Rtx 3060 B450tomahawk (no wifi) R5 3600X Wired ethernet 4 fans, 3 front 2 back

It seems your display might not be performing well, possibly with tearing issues. Could you check its specifications? For VSync, there are typically options to configure it at 30, 60, 120 FPS or adjust the full refresh rate/ half-rate settings.
