You need a way to direct your app to just one PC, even though you're connecting multiple networks. Make sure the routing is set up so it targets only that device.

ISP1: status? ISP2: status? ACL settings? Network policies? Windows firewall? You'd need to take a roundabout approach to make an app use a different network when it can't set this up directly. A simpler shortcut would be to host it in a VM and instruct it that the second network is the sole option, or even connect a second PC to the alternative ISP.

It seems the method isn't something I've handled before. The feature is available in Windows 10 under the extended options of the Windows 10 Firewall. Explore the firewall settings and look for the relevant section, or search online for guidance.
