Visit the Windows 10 download page, create an installation media using a USB drive, and boot from it. Installation will complete, after which you’ll receive an activation key to activate the system.

Pre-built Windows licenses cannot be transferred according to the EULA. Certain ones are also restricted by the manufacturer.

So there's little loop-hole. Not in a sense that it would be feasible in terms of EULA, but more like MS allows it, and doesn't really care. Since you can use any Win7 key to activate Win10, and Win10 licenses are tied to MS account which can be moved around. Plus some say that activating Win7 key as Win10 key actually makes copy of the key which can be simultaneously used in 2 machines, one for Win7 and another as Win10. So, install Win10 and just try it.
