The 65W model operates at full capacity only. At lower loads it runs around 5-10W. For accurate power consumption readings, tools like hwinfo can help.

Focusing solely on energy use is understandable, yet it can be a costly approach financially. Investing more in a more efficient processor and restricting its performance isn't practical. Those resources could be better utilized elsewhere.

It relies a lot on BIOS configurations as well. A standard 65-watt Ryzen processor from most models without any overclocking will consume about 80 watts. When you turn on features like PBO, performance drops significantly. For context, I usually keep my CPUs running at their default settings with stock coolers in compact cases, avoiding PBO to maintain thermal efficiency.
