An AIO offers superior raw cooling for enhanced CPU performance. An air cooler may run quieter if you accept increased temperatures and reduced boosting. For overclocking or using PBO, the workload could be too demanding for low-speed air cooling. In such scenarios, an AIO tends to operate more quietly, particularly under load.
That's what I've noticed so far. Top air coolers seem to outperform top AIO models, even though AIO coolers are often seen as more stylish.
