Apologies for the confusing query, I'm not familiar with PC building. For overclocking a GPU, you either need to learn how or use aftermarket versions with built-in overclock settings. With a CPU, the approach differs—overclocking typically involves the motherboard and not the CPU directly. There are options to get pre-configured CPUs that automatically overclock when needed, such as the AMD Ryzen 9 5950X on a compatible motherboard like the Gigabyte X570 Aorus Master.

It's secure to activate Precision Boost via the BIOS settings. As long as your temperatures remain stable, it should exceed the set frequencies. For more control, you can adjust the CPU temperature cap and TDP power limit in the advanced Precision Boost menu if needed.

My setup uses a 5800X with the Noctua NH-D15S fan, and it's working well. I usually adjust the fan curve in BIOS, but for this cooler I keep it at full speed and it barely makes a sound.

Also, the custom fan curve can affect longevity if it's not maintained at 100% consistently. And you're right—even at full capacity, the sound isn't really noticeable.
