I can't believe I need to recall the name or the software for turning a hard drive into a pre-installed operating system for deployment across any system. It's not Rufus—it's when you encounter a Dell, HP, or similar machine that boots up and asks for your login credentials.

Clear case when I install a fresh hard drive and then mount it to a new system, it launches straight into OOB without needing F9.

Only the initial installation of an operating system appears when it is already present. HDDs and SSDs aren't shipped with an OS included at purchase. New computers from the manufacturer come with the OS already set up, which is why they show the OOBE/first-time setup when powered on. Inserting a new HDD or SSD requires a USB flash drive with an OS installer to run the installation process.
