It's becoming quite frustrating to see GTA 5 topics pop up weekly. I hope people use this space to chat and help each other. My opinion: GTA 5 should perform like any major AAA game (hope it lives up to Ubisoft standards). The team behind Max Payne 3 is likely handling the porting for PCs, aiming for top results. If you have an R7 250 or lower or a GTX 740 or less, you might need to play on reduced settings or not at all... This comes down to common sense and past experience with unreleased games' performance needs. PS—feel free to share any thoughts about the game. Peace!

They seem unwilling to make the game available within a year of its original launch, so I probably won’t purchase it.
The issue stems from releasing a low-quality build for Xbos 360 and PS3, which some labeled as a beta test. They then invested months improving the visuals. That’s fair enough. The main drawbacks were the consoles themselves, not the PCs. As expected, they focus on consoles, which is understandable. @SimpleG After launch, the game should be available for free if the development costs are manageable—lol. I’m pre-ordering mine hoping for perks; otherwise, I’ll buy it when released (pre-order on consoles was a week before launch, not great).
