Click the folder with the right-click menu, then select Properties. Navigate to the Security tab and go to Advanced. Ensure the second line reads "Owner:..." and click Change. Verify your UAC settings and locate your user name. If missing, press Expand to view all users and pick your account. Click OK twice (returning to the security tab). Choose Edit. If not found, add it and search again. Once present, check the Full Access box. Click OK twice. Attempt to delete it now.

I didn't see any instructions about accessing the file using CMD. The screenshot only displayed when using File Explorer.

It's really annoying when a machine doesn't work as expected, and despite trying fixes, there aren't clear online guides to follow beyond basic formatting. You're not providing any assistance.
