When the guards choose to eliminate locals, you discover who the quest giver is. Edit: missed the mod section. Indigo is my top follower add-on, and Tomas the Train Dragons are a favorite.

I appreciate the "Mercy" mod, as it adds a nice twist when enemies show remorse or request forgiveness—turning them from hostile into friendly. Perfect for a "good karma" experience!
