Progress is coming. Certain modifications are quite polished, such as the one that adds more dialogue so you can hear the character's words instead of just a summary. There won't be major updates until GECK arrives, but currently it's impressive how much work can be done without it.
In the end it will happen, though it's still pretty soon. Currently there are already over 3k mods available on the Nexus.
Fallout remains engaging despite some changes, and its modding community stays strong. It gets even better with Bethesda's upcoming release of the game.
