Check if there are settings or drivers that control mouse and keyboard brightness, then adjust them. If needed, look into power management options to keep them active during shutdown.

If they have no electricity to work with then theres no reason they would ever be able to stay on.

I prefer to disable it using my PC, which is why I haven’t thought about it before. I noticed a BIOS setting for USB charging when the computer is off—maybe enabling that would help?

If it's a characteristic of your motherboard, within your BIOS, it could very likely not be available on your present system.
