Open gpedit.msc and go to Computer Configuration → Administrative Templates → Windows Components → Windows Defender. Click "Turn off Windows Defender," choose "Enabled," apply changes, then close the Group Policy Editor.
You cannot eliminate Microsoft Defender. If you wish to turn it off, consider switching to another antivirus program.
