They've already attempted several solutions: services were disabled, group policy changes were made, and the issue was blocked via firewall.

He likely made a mistake, my Windows update isn't just turned off—there are other methods, and sometimes when I attempt to turn it back on, it shuts itself down again.

Most updates are unnecessary for anyone capable of turning them off. Malware and other threats often emerge from people using their devices for simple tasks and downloading questionable files. Someone who understands how to disable updates likely avoids installing anything like "totallycoolsong.mp3.exe" or similar.

The issue is that I come from South Africa, and data costs are very high there.

It needs to be done due to a security patch, my system hasn't received any Windows updates since I installed W10. I turned off the startup service on the first day and it's still disabled. @campy It's okay if you're experienced—just avoid risky sites, enable ad blockers, and keep your antivirus up to date.

Web browsing on a vulnerable site or using a compromised ad service—regardless of ad-block usage—can still lead to infection. A single infected machine on your network may spread the threat to others. Real incidents show that legitimate websites and major companies have experienced malware or viruses. A compromised USB drive or malicious email attachment can deliver exploits, especially when combined with deceptive social engineering emails. Such tactics can successfully trick even cautious users.
