I tried before arriving here and discovered a different identify cursor setting that was disabled. The "mouse pointer" menu didn’t appear, and checking options like "show," "identify," "mouse," or "pointer" in Windows settings didn’t yield any results.

This feature typically appears in the mouse software, like the Logitech control panel or similar. With a Logitech mouse, you can find it in Win11 under Logitech Options.

Please don't say that as if i should know, you did not say. But also, i tought you had another OS then Windows since the Windows curso locator looks way different. And thats why you put some EFFORT into your post. Like what mouse do you have what OS do you run etc. When it happens when not, in what programs, etc. Help us help you instead of expecting us to know what you already tried. Nice find, mark your answer as 'the answer' so if another has the same problem it can find it immediately! And thanks for reporting back!
