It's frustrating when I switch from a dark website like 9gag to a bright one such as Facebook, noticing the sudden increase in brightness. I prefer adjusting it myself. I've tried disabling power options, changing Intel graphics settings, and even using the registry editor to tweak things based on YouTube videos. Am I missing something? I own a laptop, too.

Windows lacks this capability. With Intel integrated graphics, ensure you turn off "Display Power Saving Technology" — it doesn’t conserve energy, it only adjusts contrast dynamically.

When a light sensor exists—like on laptops or tablets—the adjustment appears in System → Display, located at the very top. If the brightness keeps shifting, contact the person who built your device.

This feature uses ambient light to adjust brightness based on the surroundings. It changes from dark to bright when screen content becomes darker, and vice versa. Enabling Dynamic Contrast Ratio on a compatible display can produce a similar effect.
